Captain America: The Winter Soldier photos with Black Widow

Captain America: The Winter Soldier has been in production since the beginning of the month.
What do we know right now about the movie:
- Emily VanCamp has been cast as the female lead – Sharon Carter.
- Anthony Mackie has been cast as Sam Wilson/Falcon
- Scarlett Johansson, Samuel L. Jackson, Hayley Atwell and Cobie Smulders will reprise their roles for the film
- The film happens after The Avengers movie
But now photos from the set have surfaced that features Steve Rogers/Captain America (Chris Evans) and Black Widow (Scatlett Johansson) confronting S.H.I.E.L.D. agent Jasper Sitwell (Maximiliano Hernandez). The photos reveal Black Widow kicking Agent Sitwell. Would that mean Agent Sitwell is a bad guy?
